Thank you for taking the time to visit my website.  This site contains information on bills, resolutions, and other matters I’ve addressed as your
senator in
I Liheslaturan Guåhan.  I will continue to work hard each day to address important issues affecting our lives, especially matters concerning
the safety of our island community.  

As a Husband, Father, Grandfather and Retired Police Captain and Chief Marshal, I’ve put my life on the line to protect Guam’s families from harm.
As your Senator, this commitment has not changed. I continue to fight for higher wages for Guam’s public safety and law enforcement officers, to
find a permanent headquarters facility for our fire and police agencies, and to restore credibility among those who’ve sworn an oath to serve and
protect our families.  

My work continues and I promise not to give up.  It is an honor to serve the people of Guam and it is my privilege to offer this site as a resource for
those interested in reviewing my work as your senator. I respectfully ask for your understanding as this site continues to evolve with the addition of
relevant and useful information throughout my term.

This office is pleased to learn that the Department of Justice’s Bureau of Justice Assistance has recently announced the availability of funds through
its State Criminal Alien Assistance Program (SCAAP) for FY 2012.  The SCAAP provides federal payments to states and localities that incurred
correctional officer salary costs for incarcerating certain undocumented criminal aliens.

Law Addresses Temporary Absence of Police Officers Due to Military Activation, Long Term Disability Leave

FOR IMMEDIATE RELEASE

Governor Eddie Calvo recently signed into law Bill No. 429-31 (COR), which was authored by Senator Adolpho B. Palacios, Sr.  This measure, enacted
as P.L. 31-211, authorizes the Guam Police Department (GPD) to hire qualified Civilian Volunteer Police Reserve (CVPR) Officers on a temporary,
full-time basis, if a critical need arises because of the military activation of police officers.  Additionally, these CVPR Officers can also be hired on
the same basis if there are police officers on long term disability leave status.

P.L. 31-211 recognizes the serious personnel shortages GPD and other public safety and law enforcement agencies are confronted with when their
employees are activated for military service, or when they are away from work due to a serious medical condition.  In addition to having the option
of hiring retired police officers to fill these temporary vacancies, GPD is also authorized to recruit from its pool of CVPR officers who are active
members of the program and have attained at least two thousand eighty (2,080) hours worth of field experience. “I’m confident that this new law
provides GPD with an additional and viable option to address its manpower shortages.  With the right training and on-the-job experience, active
CVPR officers will help fill a critical gap in GPD’s ability to protect life and property,” concluded Senator Palacios.

Palacios Seeks AG Investigation and Federal Inquiry Relative to Convicted Murderers Working Outside of DOC

Please find attached a copy of correspondences Senator Palacios sent yesterday afternoon to Attorney General Leonardo Rapadas and U.S.
Attorney Alicia Limtiaco concerning the subject referenced above.  

In addition, a copy of Senator Palacios' letter to Governor Eddie Calvo is also attached for your information.  In the letter, Senator Palacios urged
Governor Calvo to suspend, immediately, further participation of convicted murderers at the Adelup construction site until such time the Office of
the Attorney General provides guidance on this matter.  A copy of Section 80.49 of 9GCA, relative to the extension of limits of confinement, is also
attached to each correspondence.

Palacios Works to Make Streets Safer

On Friday, February 10, 2012, Senator Adolpho B. Palacios, Sr., introduced Bill No. 420-31 (COR).  The legislation recognizes that the Department of
Revenue and Taxation (DRT) should be able to ensure that negligent drivers are unable to obtain a driver’s License without first completing a
course in Driver Safety.
